AED 55 Billion Mini-City Between Abu Dhabi and Dubai Marks New Era for UAE Retail

Analysts are hailing a sweeping new development planned between Abu Dhabi and Dubai as a landmark moment in the UAE’s retail and urban growth. The so-called “mini-city” will combine residential, commercial, cultural, and retail components, anchored by one of the region’s largest malls, and reinforce Abu Dhabi’s ambitions as a major retail destination.

Vision and Scale of the Project

Estimated at AED 55 billion (~USD 15 billion), the project will rise on a parcel of land in the Al Mamoura district, along the Abu Dhabi–Dubai motorway. It is situated within the 16 km² “Town Centre Area” owned by AD Ports Group and will be developed in partnership with Mira Developments following a land purchase of AED 2.47 billion.

At its core is a 278,700 m² shopping mall — one of the largest in the region — surrounded by thousands of homes, hospitality facilities, cultural venues, and essential infrastructure. The plan includes:

  • 3 hotels, 1,000 townhouses, 1,700 villas, and 14,000 apartments
  • 200-bed hospital, 3 schools, 8 kindergartens, 2 universities, 2 museums, 3 mosques
  • Integration with transit (future Etihad Rail line) and sustainable design (solar rooftops, energy efficiency targets)

Developers say the mall will serve as a beating heart to the development, not just as a shopping destination but as a social, cultural, and economic hub.

Strategic Location and Transportation Links

The project’s placement is strategic: nestled between Zayed International Airport (Abu Dhabi) and Al Maktoum International Airport (Dubai), it is optimally situated to pull both Emirate audiences as well as transit travelers.

Future transportation upgrades, like the expansion of rail connectivity, tram links, and enhanced highway infrastructure, will further boost the area’s appeal. Given the region’s trend toward mobility and urban transit, this project aligns well with broader growth trajectories.

Why It Matters for Abu Dhabi’s Retail and Urban Rise

1. A Surge in Retail Demand

Abu Dhabi has been investing heavily in cultural landmarks, the Louvre Abu Dhabi, Zayed National Museum, and the pending Guggenheim. Yet much of the region’s high-end shopping still leans toward Dubai’s mega malls. This new development signals that Abu Dhabi is ready to offer its own world-class retail destination closer to its core.

Dr. Martin Hvidt, associate professor at the Centre for Modern Middle East Studies, notes that housing expansions near this corridor and robust population growth in Abu Dhabi justify a large-scale mall. He says: “You shop in Dubai now — but maybe future tourists will stay and spend here.”

2. Capturing a Part of the Retail Ecosystem

Until now, Dubai’s malls have drawn much of the region’s retail tourism. With this project, Abu Dhabi aims to retain more of the spending from both residents and tourists. It strengthens competition and diversifies where retail growth occurs in the UAE.

3. Urban Identity and Branding

Dr. David Roberts (King’s College London) views this project as part of a broader strategy of state branding. For Gulf states, ambitious urban projects create symbols of modernization and attract high-net-worth residents and businesses. The mini-city could strengthen Abu Dhabi’s narrative as not just a political capital, but also a center for culture, commerce, and lifestyle.

Challenges and Risks

No major development is without hurdles. Some key considerations:

  • Execution risk: Delivering large-scale mixed-use developments demands timely coordination, quality control, and adherence to sustainability goals.
  • Market saturation: With many ambitious projects in the UAE, competition in the retail and residential sectors is intense.
  • Diversification pressure: As Gulf economies push to reduce oil dependency, such projects must deliver tangible returns in retail, real estate, and tourism, not just prestige.
  • Cost inflation and delays: Rising construction costs, supply chain constraints, or regulatory delays could affect timelines or profits.

A Glimpse Into the Future of Abu Dhabi-Dubai Corridor

This mini-city is more than a shopping center plus housing; it’s a signal of how the UAE is envisioning its post-oil future: integrated, sustainable, transit-oriented, and balanced between work, life, and leisure.

If completed within the next decade, it could redefine retail geography in the UAE. It could be the very place where tourists linger, where Abu Dhabi residents shop closer to home, and where new urban density takes shape between the two emirates.

Through this ambitious project, the UAE sets a clear message: its next frontier is internal expansion, not just outward growth. Retail’s rise is not accidental; it’s central to how Abu Dhabi will continue reshaping its urban identity.
