Al Hind Tours & Travels LLC has announced the formal takeover of all Indian passport, visa & document attestation services in the United Arab Emirates as of Wednesday, July 22, 2026. These vital consular services are now being given via 16 newly established Indian Consular Application Centers (ICACs) throughout all seven emirates, the Indian Embassy in Abu Dhabi and the Indian Consulate General in Dubai said.
Those wishing to renew their passports, obtain new visas or attest documents will now have to go to these designated application centers as the Indian Embassy in Abu Dhabi and the Indian Consulate General in Dubai are no longer providing these routine consular services. To provide a smooth transition for millions of Indian expats and residents in the United Arab Emirates, a single internet portal, consularsevainuae.com, has been created for prior appointment bookings.

Key Operational Policies, Costs and Rules for Booking Appointments
For ease of work appointments are given twice a day: at 9:00 AM in the morning and in the evening at 9:00 PM using the official booking system. The 16 Indian Consular Application Centers operate between 8:00 AM and 6:00 PM and candidates are allowed to enter the facility just fifteen minutes before their appointment time.
On online booking, it is highly recommended to double check all your personal details and choose the appropriate service category.
The new service provider, Al Hind Tours & Travels LLC, charges a fixed price of AED 19 (VAT included) in addition to the updated Government of India costs that went into effect on July 1, 2026.
The service charge is AED 19 and it covers all the ancillary services necessary on site such as filling out forms, taking photographs, typing papers, sending them by domestic courier, printing them off and making photocopies. This means there will be no additional fee to the applicants.
Special arrangements have been prepared by the embassy for urgent and vulnerable situations but ordinary applicants will have to make an appointment online before they can go. All 16 ICACs accept walk-in applications for Tatkal passports, neonatal passport registrations, Emergency Certificates (EC), and Senior Citizens 60 years of age and above on first-come first-serve basis.

Background and Legal Context
Al Hind Tours & Travels’ acquisition comes after weeks of administrative changeover and court cases pertaining to contracts for foreign consular outsourcing. After the termination of the existing contracts of BLS International (for passport and visa processing) and SGIVS Global Services (for attestation services) on June 30, 2026, the Ministry of External Affairs (MEA) has awarded Al Hind a new consolidated contract.
The tender evaluation process was challenged in the court which ordered the Centre to go for fresh bids. On July 15, 2026, the Delhi High Court annulled the technical assessment citing procedural lapses.
The Indian government urgently petitioned the Supreme Court of India to prevent any large-scale disruption to essential public services for millions of Indian people residing in the United Arab Emirates.
Chief Justice On July 21, 2026, the Supreme Court bench of Surya Kant upheld the High Court’s order to complete a fresh, open tender process within three months.
Importantly, the apex court changed the ruling to allow the Ministry of External Affairs to make interim operational arrangements, such as engaging the lowest (L-1) bidder Al Hind Tours & Travels, to ensure that passport, visa, and attestation services continue to be fully functional throughout the UAE.
